Seems like they'd be better off hiring 10 modern programmers to update their system to a modern standard and not fail so hard.

Not that easy. For what it's used for in most cases it's hard to beat and the systems that it runs on tend to be pretty damn bulletproof. In theory I agree with you but I have worked In places that attempted to do what you are suggesting and in each case it failed big time

With all the banking infrastructure in the north east that shouldn't be too hard to find them. Heck many hospitals still have mainframes for revenue cycle tasks and cobol is used.

Haha, this seems like agenda-based fake news. Why the #^%$ would New Jersey Gov. Phil Murphy allegedly say anything relating to COVID-19/Coronavirus concerns can be processed with jobs using 60 year old computer technology? This seems like a scam signaling that Phil Murphy is blackmailable/exploitable/colludable/extortionable/propagandizable/etc, haha.
