Finally......Even Russia has its own internal internet

Am I right in saying this would make it very much more impractical to 'cancel' someone and make them build their own website/payment processor/bank/currency/planet? If the comms platforms have to become standards-based to keep up, and be intercompatible with each other just as the phone networks are, would they be able to stay alive playing whack-a-mole?
