Can a top-level domain (gTLD) registry revoke access to a registrant?

Hypothetically, let's say someone acquires a domain called "meow.cat" from a cool registrar.
Let's assume that their web host and domain registrar are cool with them.
but the registry who administrates .cat find them uploading dog pics. They get angry and want to see the registrant's website come down immediately. Their TOS states they can revoke access for any reasons.
What happens to the registrants website meow.cat? And also what happens to their domain? Does the registrar protect them somehow? Or does their ownership of the domain cease to exist?
