Deer creek Colorado tried issuing drone hunting licenses a few years back, but it didn't go through

Iron dome is capable of shooting down missiles, a slow drone is not going to be much of a problem. Systems like iron dome and Long range hyper sonic missiles to take down automated defenses like iron dome is where I see the arms race going. Drones are only good for soft targets.
