GNU Compiler Collection. He's talking about the people who code/maintain the bit of software that takes C code and turns it into bytecode and/or executable machine code (.bin or .exe files if you want to think about it that way).

Point being it was an example of someone being a crybaby because he dared to say a group of people was "crazy" regardless of context.
