As I said, sound like an extremely ambitious project. If I may ask, what is the general architecture of the solution you currently have in mind? (I'm guessing said solution has changed significantly after 10 years in development!).

You might want to consider using neural networks and machine learning for that! It sound like a very ambitious project.

C#. It gets a lot of hate for being developed by Microsoft. It is actually a great language!! Anonymous Functions y Delegates are absolutely fantastic when developing complex programs! also, LINQ queries make me smile, its just beautiful. (look them up, its worth it).
