They want to lower the value of coders. Basically everything high tech requires coders. So they push any policy which forces salaries downward.

Comment on: IntelliJ's plugin's menu has an option for an HTTP proxy. Why would anyone ever use this feature, and why do other programs (that appear to have equally low utility for a proxy) have this option?

Control access to the Internet. Proxies frequently require authentication. Auths can then map to diffient white and/or black lists.
