A civilian can easily pick up a rifle and shoot it, and then discard of the rifle and hide within a crowd of people. That's how terrorism works. Hamas does not use uniforms when fighting in Gaza. They dress exactly like civilians, wearing t shirts, flip flops, and jeans. This guy could very well be a regular civilian, not affiliated with Hamas, but he took a weapon and fired it at soldiers, thus rendering him an enemy combatant.
