C++ doesn't change that often. There is C++03, C++11, C++14, and will be a C++17 in a few years. I think your problem is you bought a book that covered C++11 that was released after C++13 came out.

Since voat is using bootstrap, wouldn't it be a good idea for them to use a cdn copy and then just host the overridden css locally? Anything to save some precious bandwidth.
