Yeah, that's the thing left out of OP's rant, the PM side of development. I would LOVE a better solution than agile to track and task my devs in a rapid iterative environment. Scope creep happens on the best projects and long term goals are refined and granularly designed, and the best you can do as estimate those impacts and then cross the bridge when it comes. Most of OP's complaint should like bad PM on the projects, poorly defined tasks and deliverables, and no serious backlog.
