If you go to the repository they are talking about in the article it literally has commits made last week https://github.com/signalapp/Signal-Server Comment on that article: "You're a bit late; they've already pushed their changes as of today. It looks like they have been working on mobile payments for at least a year (which has just been announced in beta), so it seems likely they were avoiding pushing anything until they were ready to announce that feature" You could also say ruqqus isn't open source just because @kek isn't commiting new UI to ruqqus repository
