I don’t know about banning, but that is a bit of a ridiculous false dilemma you were peddling. The US is not sending Ukraine suitcases full of cash that would have otherwise been destined for things like healthcare. Much of the value of the aid sent to Ukraine, is made up of the monetary value of the military hardware and weaponry sent, plus the cost to replace US stocks. So unless you can think of a medical application for HIMARs rockets and infantry fighting vehicles, the point was a bit of a ridiculous one to make. You kinda asked for that one.

Of course it isn’t. It’s full of adult babies, utterly conservative in outlook, but afraid of accepting the label.
