It doesn't. There's only one way to ban people, as far as I know, and it sends a "You have banned from X blah blah blah" message.
That's why you don't see anyone explaining how this "delayed ban message" works, even though the mods at TwoX are claiming it. Mods don't usually have any ability to modify things like that, beyond adding to the ban message. We can't decide "I want to ban this guy but not have him know about it". That's not how bans work.
Now, that might be how *shadow bans* work, but a mod-induced shadow ban is not a formal, official reddit ban. I've asked the mods at TwoX how their "delayed response" bans work, am still waiting for an answer.

Same. The only man I love is Bernie Sanders. I don't remember ever going to T_D.
It's possible I could have commented at T_D when they were on r/all without even noticing what sub I was on.
If that's what's behind the ban then that's really stupid.
