Personally, I think that the money will be well spent, IF the President and the Congress dismantle the H-1B program. Many people with excellent skills are out of work in this country, and employers cry and howl about "not being able to find suitable employees," but what they really mean is, "we have to pay US citizens too much, and we want to hire foreign workers so we can pay them less." This is an open wound on the entire tech and professional sector, from doctors that were trained in other countries and then emigrated here, to tech folks of all kinds who come here because it's "the land of opportunity"--meaning, "we get paid better in the US." I'm all for more money spent on tech and professional programs, but the sad thing is that all that money means nothing if the job field isn't open because of political decisions made based on lobbyists' efforts to game the legislation.
