Poster here, I thought GitHub (and the other companies at http://todogroup.org) intends this to be a CoC for the GitHub community, hence the 'retard' takedown earlier in the week.
But the consensus seems to be this is for GitHub's own repos. It's still disturbing to see GitHub (and the other companies) endorse racism and sexism.
Non authoritarian communism is normally called a commune or kibbutz.
