Tool to overlay web page to simulate user interaction?

I saw one of these tools in passing as a way to automate test cases, but the people demoing didn't mention the name of their test software.

Webdriver is what you're looking for. Selenium and other tools rely on it. Gotta warn you though - running inbrowser tests is a pain in the ass, always.

I've worked in a few places where they tried browser driven testing, and unless your system is very stable from a UI standpoint (generally meaning that it's not customer facing since marketing is always trying to change things) it's always been dropped pretty quickly because it's way too much work to keep up with.
