When is someone *familiar* with writing script?

I'm very new to writing script, with most of my learning coming from my neuroimaging degree (MATLAB/Linux bash) and some personal attempts at C++. Several job applications have asked whether I am familiar with programming languages. So, when is someone familiar with writing a certain language?
Personally, I feel comfortable reading someone else's script with a basic understanding of what's going on. But, writing my own script feels intense and uncomfortable.

I recommend to read about Dreyfus Model of Skill Acquisition. Familiar with writing script seems to me to be competent level which basically means "Competence comes only after considerable experience actually coping with real situations". More in Pragmatic Thinking
