Compiled a program, had it not work, look at it without changing anything, compiled it again just for the heck of it, and it worked. I took CS in high school and I swear this happened once or twice. Maybe I imagined it. Just want to be sure I'm not just dreaming.

You must use Visual Studio!
Jokes aside, not all build processes are deterministic. They should be, but we get what they give us, I guess.

I don't know what compiler I was using, but it was C++ language. So then does this actually happen? I haven't been involved in programming since high school, but I'm trying to get into it again. Starting with Java and thinking about HTML & CSS.

Yes, it can happen. I believe most Java IDEs are good at keeping their build process sane. But I haven't used them all.

Quite often when I am doing web stuff I have to rebuild a couple of times or Ctrl + F5 the browser thanks to file caching.
