I have a mixed feeling about this.
What is it Microsoft hopes to achieve by doing this?
First Linus showes himself as a SJW in training and now Microsoft embraces Open Source?
It's no longer cool to work for Microsoft. So, Microsoft has to pay more for worse talent.
Microsoft is trying to ride the wave of anti-consumer moves and SJW retoric at Google & Facebook in order to poach good programmers. By keeping themselves detached from political/social issues and being more OS friendly than the other tech giants.
Microsoft doesn't make money from patents anyway, they make money from being entrenched as the "go to" option for things like text editing and OSes in the mind of almost all consumers.
It's public relations / advertising. They cannot sell you what you can now get for free, but they can join the parade and gain your trust to sell you something else...

Microsoft is suffering brain-drain.
