How much a good designer for IT project costs?

I am wondering how much a good designer for IT project costs. I am wondering because it is obvious that the Twitter design is perfect, while the Gab design looks like it was made by a teen amateur. Since Gab is pretending to be serious business, I wonder why didn't they hire a professional designer. Is it about money, or what else?

Most projects that use flashy design are hiding the fact that their projects sucks.

That's debatable i like gab and i think the new Google (gmail) and Microsoft (windows 10) designs suck (flat UI) so it's a matter of taste. I enjoyed the windows 95 greybox design so much i kept it until the end of windows 7.

Only thing that is wrong with gab in my view is that the posts column is off center on desktop.

Because most web designers charge by the hour then generally speaking the final cost of the project will reflect how long the project takes as a whole to complete. Clients may get upset, and rightly so, when initial estimates start as low as $4,000 and end up costing $10,000
