It was always intended to reduce transmission. What is true is that they didn't test if it reduced transmission before rolling it out becuase it was an emergency situation and it would have taken too long to get the results. They just needed to prove that it reduced disease severity and was safe. It _did_ reduce transmission, they thought that it would, and that _was_ one of the goals of producing the vaccine.
