Its something historical. Their parents got born under the right conditions which gave their children the resources and edge to keep accumulating power. It has always existed, except that now thanks to the internet we can see and question why the dude with no idea or interest in the citizens is the one calling the shots. In the medieval world of kings peasants weren't supposed to question it and didn't have the education to do it either. The problem now is that taking down such a system will be very hard, they got lots of money and influence, and as we've seen with big bad tech, corporations and politicians all know each other and are best friends. Even rivals quickly congregate the moment they see an outside threat to their power.

Sadly a lot of our lawmakers are geriatric and don't even know what they're talking about. Which makes it more scary as they are the ones making and enforcing our laws.
