I doubt it's the subs, just the mods and a small portion of th userbase for most of them. Maybe not even all the mods, afaik it just takes one mod posting the sub name to get it added to the list.

I know it's super lax, it definitely needs to be fixed but *technically* the mechanism is in place, it just needs to be heavily reworked. Damn now I feel like I'm talking about balance on r/warthunder or something...

That goes into inactive modding though. An account has to be active to mod, and if they aren't active then their subs moved to other people. That means they have to be at least semi active on multiple accounts to keep their subreddits. Although that's pretty simplified from how I understand the system works.
