They already are. The Ryzen processor is pretty popular for the desktop. They are the number 1 choice for PC gamers.
ARM processors are in a lot of devices. Pretty much all smart phones (Apple’s A10 chip is an ARM chip). ARM is susceptible to Spectre but not nearly as much as Intel processors. To sum it up, software has to be installed on the device with the ARM processor in order to infect it, where as an Intel chip can just be remotely attacked.
