I guess the way I say it is the vast majority of developed countries... I don't ever see anyone one say "Literally the rest of the world." Almost all the contries I exclude are ones that 95% of Americans would agree they dont want to be... I just dont see why anyone would include

Yeah I'm counting first world democratic counties more... it seems logical to me. Asia does stuff like legal prostitution and free healthcare but they will kill you from having some pot... it could probably be argued either way where they fall.

I dont think it makes since to include places where people can't vote because it's nothing like are our government... and it's pretty true for most of the Americas/Europe/Australia/South East Asia....
