What a poor title, whoever wrote the article should be ashamed.
ReactOS has been around for nearly 20 years. It's ground up re-write of Windows 9x with no microsoft code. That being said, the last time I played around with it was probably 2005 or so. It was an "interesting" project without a real purpose then, and it's still the same thing now. The world really doesn't need a 32bit windows clone anymore. For the rare, rare instances where you need a 9x base to work from, VMs are a better choice.
