This statement still holds true although even though those groups are really small. It was essentially Tanenbaums shilling during his debate with Linus in regard to microkernels that lead to MINIX first getting publicity. No matter where one stands on this, MINIX was developed in good faith. It's efficient nature is probably the reason why it was chosen by Intel. But that's what you get for using the cuck BSD license.
