The post got flagged as "low quality" but I don't see how it's a low quality post. It's possible that he's using a bot or something and it got flagged but if not the only reason I can think of is that I was banned because someone didn't like my post history.

He has no evidence. A list of names is not "evidence". There is far more evidence to suggest that /u/Rice_22 has at least a dozen alts that he used to brigade me on /r/ChinaReddits But imagine for a second it really is true. All it means first of all that Reddit really is censoring views critical of the CCP.
