I feel like it’s a “close the barn door after the horse has bolted” situation.
While I would love for manufacturing to return, I don’t think it can. We made the terrible mistake of making China the world’s factory. Unless people are willing to pay waaaay more money for all their goods, it’s not going to work.

I would guess about 50% will likely be lost to "waste" and re-appropriation.
You can bet your bottom dollar that this won't make a significant impact in giving the US an edge.
We've already lost we just don't realize it. The US isn't really capable of doing truely impressive things any more. You have to be acting in good faith and be of "one mind" to really achieve anything great.
