Being a Jew doesn't automatically make you a citizen. Just because you can apply for citizenship very easily doesn't make you a citizen It'd be like saying all Irish Americans are Irish citizens, because if you can prove your grandparents were Irish you can get citizenship. Other countries have similar schemes, and as a melting pot plenty of Americans are eligible.
