Given those factors it really isn't any surprise they can't compete on a level playing field. I won't argue that democratic policies and welfare had a disasterous effect on the black population. Giving people with low IQ and impulse control an economic incentive to breed beyond their own ability to support themselves is asking for trouble. Jim Crow laws seem to be the only thing that were able to save blacks from themselves.
