The complexity of the model determines the complexity of the program. The model seems very complex, and making it very difficult. Individual psychology is hard enough to pin down, group behavior even more so. Also, there are many feedback loops.

A subvoat to fully understand and document degeneracy might be in order. One thing I've noticed (in addition to everything else) is that it the concept of honor and honesty, even at a personal level, seems to be declining sharply.
