I work with local and those off-shore (in India) and have been doing do in a professional environment for several years in my role as a game designer.
It's been my experience that those that come to work locally are much better equipped with the skill sets needed for writing functional and efficient code while those that are not properly equipped are left behind in India to pick up the out-sourced tasks.
