Your idea makes sense, and you should be able to create a faster and more compressed format since you are taking advantage of knowing exactly what the data looks like.
It would be a fun pet project. In a production system you would be better served by parallelizing the problem instead of creating a one-off compression format.
You are in the final stages of Debian acceptance.
