If its a large program or package (the linux kernel for instance) then developers usually (hopefully) document their own modules and a maintainer team collaborates on keeping the documents up to date.
Smaller programs can get away with one maintainer pulling together documentation.

more of a figurehead really. He's the public face of the Linux kernel, but has been stepping back from the actual coding for years. If you want a good rundown of Linus Torvalds and Linux in general the i suggest Rebel Code. It's a really good book.

If you would rather buy an 'official' distro the just get Red Hat Enterprise Linux. It's as official as you can get.
Privacy Badger is an automatic cookie manager. I've used it for a while and it works pretty well, but it does take trial and error. For a while it disabled some the interactive tools i use, like Github and some login forms.
